In 1988, a study was initiated by the Virginia Department of Conservation and Recreation, through the Natural Heritage Program (now the Division of Natural Heritage, DNH) to gather data on the locations, and management needs of rare species and significant natural communities in and near Mid-Atlantic Region national park units. The reasons for this study were: (1) the NPS, by law, is required to conserve scenic, natural, and historic elements for current and future generations, (2) the DHN is organized and maintained to assess the status, locations, and condition of certain biological and ecological resources, herein referred to as natural heritage resources, (3) DHN and NPS are mutually interested in conducting a survey of the rare species and significant natural communities in Virginia to ensure that critical habitat is not disturbed by NPS development and to guide the parks' land management programs, and (4) this research will be of value for the planning and management of natural heritage resources under the jurisdiction of the NPS and DHN
