The New York City Department of City Planning's North Shore Study, issued in 1983, recommended creation of a continuous waterfront esplanade linking Sailors Snug Harbor to the Verrazano Narrows Bridge/Fort Wadsworth. The intent of the North Shore Esplanade Plan is to carry this general objective forward into specific recommendations for the esplanade's: - Alignment; - Access points; - Overall design; - Development costs; and - Implementation priorities. The city's overall goals for the esplanade are to: - Connect with the Gateway National Park and South Shore esplanades, thereby providing public access to more than thirty continuous miles of Staten Island waterfront; - Provide residents and visitors of all ages with safe, barrier-free attractive paths for walking, jogging, biking, and passive recreation; - Improve access to, and increase use of, nearby restaurants, stores, cultural and historic sites, civic and recreational facilities; - Provide improved access to the Staten Island Ferry from new waterfront development and adjacent communities; and - Attract visitors and tourists to the North Shore's views of New York harbor, the Manhattan skyline, Brooklyn landmarks and the Verrazano Bridge.
