This report discusses the planning process for the Sensitive Ecosystems Program at Organ Pipe Cactus National Monument International Biosphere Reserve. An international group of managers and scientists met in September 1986 to develop a scientific program for determining environmental conditions within the park, and in areas beyond the boundaries that affect internal conditions. Fiscal restraints limited some of the program. Appendix F is an extensive section giving details of specific research projects, providing some background, and explaining research needs.
