The criteria for deploying the management plan include: (1) a statement of the present conditions of dune communities, (2) an outline of the problems and potential problems concerned with dune management, (3) a review of existing park policies and strategies for dune management, (4) a determination of potential alternative management plans, and (5) a comprehensive and specific statement of recommended action .
