Ninety Six National Historic Site is a unit of the National Park System that protects resources surviving from colonial settlement of South Carolina’s backcountry and evidence of military activities associated with the Revolutionary War, as well as physical resources pertaining to two eighteenth-century villages, a colonial plantation complex, and prehistoric activities. The park extends over nearly 1,023 acres within Greenwood County, South Carolina, in the rolling hills of the Piedmont Physiographic Province. The site was recognized as a National Historic Landmark in 1974 and became a unit of the National Park System during national bicentennial celebrations in 1976. One of the park’s most important features is the circa 1781 Star Fort, an earthen fortification built and defended by loyalists during the longest field siege of the Revolutionary War. Erosion currently threatens the earthwork. A plan is needed to address the erosion problem and ensure preservation of the fortification and various associated resources. Site interpretation is currently impeded by woodland cover that obscures historic views from and physical relationships between the fort and other period resources. The park is interested in determining whether historic views can be rehabilitated given the complex needs of the site’s layered historic, natural, and cultural resources. To address these and other cultural landscape management concerns, the National Park Service (NPS) engaged Wiss, Janney, Elstner Associates, Inc. (WJE) of Northbrook, Illinois, and its subconsultant John Milner Associates, Inc. (JMA) of Charlottesville, Virginia, to prepare a Cultural Landscape Report (CLR) for Ninety Six National Historic Site including a plan for preserving the earthworks and rehabilitating the surrounding landscape to more accurately convey historic conditions. The plan was also to provide an assessment of the character-defining features of the site, documentation of historic and existing conditions, and carefully crafted treatment recommendations intended to assist park staff in improving the condition of park resources while furthering strategic planning goals.
