This report has been prepared based on previous documentation of the cultural landscape and provides an updated evaluation of the condition of the property, as well as updated guidance for both day-to-day and long-term management and interpretation. This report consists of a historical overview, an inventory of existing conditions and an analysis and evaluation of landscape characteristics and features. Based on this information, the report assesses previous treatment recommendations for the site and examines current issues and alternative solutions. Based on that evaluation, the report provides an updated treatment plan that outlines recommendations consistent with the Secretary of Interior’s Standards for the Treatment of Historic Properties. Located on the Lower Cape in North Truro, the Highlands area overlooks the Atlantic Ocean and extends across 85 acres of a windswept landscape known as the Highlands Plain. The area includes the Highland Light, Highland House, Highland Golf Links and numerous associated structures. European settlers first used this area for farming, but in the late nineteenth century, Isaac Small developed the area as a successful summer resort. The Small family retained ownership of the Highlands Resort property until 1947. The National Park Service acquired most of the former resort in 1964 as part of the Cape Cod National Seashore. Subsequently, many structures associated with the resort were demolished in the 1960s and 1970s.
