Changes in use at the Point Loma Lighthouse, as well as restoration efforts over the years, have radically altered its appearance since the period of historical significance (1854-1891). In fact, many of these later restoration efforts have not only added confusing information which hamper visitors’ understanding of the lighthouse function, but they've also had detrimental effects on the building itself. Many of these site alterations have outlived their useful life, both functionally and physically. Some have been abandoned and, due to changing park and community needs, are difficult to manage. The report provides extensive background information regarding the lighthouse landscape in its period of significance, changes through the time of this writing, and adaptation for contemporary use. The purpose of these recommendations is to provide park management and the General Management Planning Team an appropriate framework and programmatic basis for the preservation, maintenance, and interpretation of significant landscape features as identified in this report. These recommendations are based on National Register analysis of the features described. They also recognize the fact that landscape features from the period of significance of the lighthouse itself no longer exist, but that some features important to NPS development of the site do remain and should be preserved. This is not to be considered a full cultural landscape analysis or plan for the National Monument in its entirety, but specific to the historic lighthouse site development. The recommendations, broken into five program areas, address issues surrounding stabilization and preservation of significant historic landscape resources. This includes the introduction of new elements, removal of non-historic components that compromise the historic scene, and enhancement of historic features.
