The Tower House Historic District is located within the Whiskeytown Unit of the Whiskeytown-Shasta-Trinity National Recreation Area (NRA) in Shasta County, California. Although managed primarily for its recreational values, the recreation area also contains a variety of historical sites, which are used for interpretive purposes. The Tower House Historic District represents one such site. Listed in the National Register of Historic Places in 1973, the Tower House Historic District contains a variety of historic resources associated with the activities of the Levi Tower and Charles Camden families, the current boundaries of the district also include the remains of the El Dorado mine. The latter property is not historically associated with either Camden or Tower. Its only affiliation with the other resources in the district is temporal, i.e. it was operated during the period of significance established for the Tower House Historic District. The purpose of this Cultural Landscape Report (CLR) Part I, is to identify the landscape characteristics and features that contribute to the historical significance of the Tower House Historic District. The results of this study will be used to guide long-term management of the site. The need for the completion of a CLR was identified in the 1998 General Management Plan and Environmental Impact Statement for the Whiskeytown Unit of the Whiskeytown-Shasta-Trinity NRA. However, this document contains no specific recommendations regarding the level of preservation treatment for the site. The Scope of Work (SOW) for this project states that the site history and analysis and evaluation sections of this CLR are to focus on the approximately 20-acre area surrounding the Camden house and grounds and the associated tenant house complex, including former orchards, pastures, and ditches. Following guidance in the SOW, descriptions of the old El Dorado mine are included only in the existing conditions chapter of the report. The information including in this CLR, Part I, will be used by park service personnel to develop appropriate treatments for historical resources. Although this report focuses on only part of the historic district, all of the historical resources that contribute to district eligibility, especially the irrigation systems, will be included in the treatment section, CLR, Part II, to be prepared by park service personnel.
