The events that occurred along the western slopes of Cemetery Hill and the northern end of Cemetery Ridge had a significant impact on the Battle of Gettysburg and, ultimately, the outcome of the Civil War. A General Management Plan for the park was completed in 1999 to ensure that there is a clearly defined direction for resource protection and visitor use. Volumes of the Cultural Landscape Report (CLR) will propose treatment recommendations for the critical battlefield landscape within the context of the park’s mission and planning. This report contains the CLR and recommendations for the treatment of the “Defense of Cemetery Hill” project area. The panorama from Cemetery Hill is greatly changed since the battle of July, 1963. Open fields grew into woods, the town expanded, and modern commercial development and NPS facilities appeared on the landscape. This report focuses on the documentation for the historic conditions of the area, evolution of the landscape from 1863 to the time of publication, and treatment recommendations for rehabilitating both the battle landscape and the commemorative landscape. This includes plans for the removal of the Visitor Center and Cyclorama Center, as well as plans for the rehabilitation of significant historic landscape features. The purpose of rehabilitating features would be to increase opportunity for interpretation, and to provide a more complete reflection of the landscape at the time of the battle. Recommendations are based on the research and analysis conducted for this report, which identifies the historic significance of the landscape. There is also a recognized need to provide modern amenities such as transportation and access.
