The American Pharmacists Association (APhA) Headquarters Illustrated Landscape Report satisfies part of Stipulation V.A.1 of the Memorandum of Agreement (MOA) executed for the American Pharmacists Association Perimeter Security Improvements Project. The MOA was signed by the U.S. Department of State, the District of Columbia State Historic Preservation Officer, the National Capital Planning Commission, and the National Park Service on October 31, 2013. The stipulation addresses mitigation for adverse effects to historic resources expected to result from the undertaking. Specifically, this clause of the MOA calls for an illustrated landscape report that compares early landscape plans, later documentary records, and current conditions and evaluates the unimplemented portions of the early plans. The report will be used as the basis for the development of a landscape rehabilitation plan for the APhA grounds that is also included as part of the MOA mitigation.
