This report supplies administrative data, historical data, architectural data for the Kelly House. It offers recommendations for restoration, cost estimates, and illustrations. The Kelly House was built prior to 1865 and is one of the original structures of the Village of Appomattox Court House. The report proposes that the exterior of the Kelly House be restored and rehabilitated to reproduce its appearance in 1865. It will serve as an example of a small residence in the village. It was intended to be used as part of the village setting, and the interior was not planned to be open to visitors. The development and ownership of the property is documented in the historical data section. The house, which was constructed by wheelwright Lorenzo Kelly in 1855, is the same general architecture as other village dwellings, although on a smaller and more modest scale. The Kelly House itself has very little historical significance except that it was part of the village scene at Appomattox Court House in April 1865, when Confederate forces under General Robert E. Lee surrendered to Union forces under General Ulysses S. Grant. The lot was bounded on the north by what was was known as the Surrender Triangle, where the Confederate troops were supposed to have stacked their arms during the surrender. There is little documentary evidence of the structure. The National Park Service acquired the land and house from the Virginia Conservation Commission in 1939. In the 1940s, the house underwent extensive stabilization and the removal or a portion of the original fabric. The report is preceded by several pages of correspondence and memoranda documenting the transmission, review, and approval of the report sections for the restoration of the Kelly House.
