This report provides the groundwork for the development and maintenance of Federal Hall National Memorial as a museum to tell the story of the varied events of national significance that happened on the site. In 1939 the Custom House – Sub-Treasury Building was re-designated by the Secretary of the Interior, under the authority of the Historic Sites Act of 1935, as the Federal Hall Memorial National Historic Site, in honor of Federal Hall, the first capitol of the United States, on the site of which it stands. That designation was changed to Federal Hall National Memorial by Federal legislation passed in 1955. The present building was constructed in 1842 as a United States Custom House. In 1862 it became the Sub-Treasury and served in that capacity until 1928. The report suggests restoration of the building to its 1842 state.
