This Cultural Landscape Report is for Fort Moultrie, a component landscape of Fort Sumter and Fort Moultrie National Historical Park on Sullivan's Island, Charleston County, South Carolina. The site reflects the evolution of coastal defense strategies between 1776 and 1947. Three forts occupied the site during the eighteenth and nineteenth centuries: Fort Moultrie No. 1 (1776-1783), which was the scene of a pivotal American Revolution battle, Fort Moultrie No. 2 (1794-1804), and Fort Moultrie No. 3 (constructed in 1809). Additions to the fort continued through the Civil War and both World Wars under the US War Department and US Army Corps of Engineers. The federal government deactivated the fort in 1947 and transferred to the State of South Carolina. In 1960, South Carolina transferred Fort Moultrie to the NPS under authority of the Historic Sites Act of 1935. The NPS produced a Cultural Landscape Inventory in 1997 to document the landscape. This report aims to fill in the gaps in our understanding of the Fort Moultie landscape and to produce treatment recommendations to guide its future use. The CLR will: (1) describe the historical development of the areas; (2) document the existing site conditions; (3) provide analysis of the landscape’s potential National Register significance; (4) identify and assess integrity of character defining features; (5) determine appropriate treatment strategies; and (6) develop treatment recommendations that facilitate preservation of these resources, address park management concerns, and inform ongoing and proposed facility development.
