Plains High School, located in Plains, Georgia, is a unit of Jimmy Carter National Historic Site (established in 1987). The school is notable as the alma mater of both the President and his wife, Mrs. Eleanor Rosalynn Smith Carter. Plains High School served the public school needs of the communities of Plains and Archery in southwest Georgia between its construction in 1921 and its closure in 1979. Under the guidance of Superintendent Julia L. Coleman and Principal Young Thomas (Y. T.) Sheffield, Plains High School became a model for public education in the state of Georgia during the 1930s. In 1937, the State Board of Education designated Plains High School a prototype or laboratory school for other Georgia school programs. The period of significance continues to 2014, when National Register documentation was prepared. As with other cultural landscape reports, the Plains High School Cultural Landscape Report (CLR) serves two important functions: It is the principal treatment document for the cultural landscape and the primary tool for long-term management. A CLR guides management and treatment decisions about a landscape’s physical attributes, biotic systems, and use when that use contributes to historical significance. This CLR identifies rehabilitation as the overarching recommended treatment approach for the property and addresses programmatic needs related to park administration and visitor services. Many of the recommendations are intended to accommodate enhanced use of the property by the Plains community in order to perpetuate historic ties between Plains and the school. Jimmy Carter National Historic Site recognizes the close ties the Carters continue to maintain with their hometown. The park also protects and interprets several other sites of importance in Carter’s life: the site of his boyhood home, the railroad depot that served as his presidential campaign headquarters, and his current home.
