Gateway National Recreation Area (GNRA), a unit of the national park system, lies within the greater New York, New York, metropolitan area. The recreation area covers parts of Long Island, Staten Island, and northern New Jersey. The proposed project is in the Jamaica Bay Wildlife Refuge, one of three management units in Gateway National Recreation Area. Within the refuge, the project would specifically occur on Broad Channel Island in Jamaica Bay. The purpose of this Design Approval Document I Environmental Assessment is to evaluate alternative strategies for locating, constructing, and developing a bicycle and pedestrian multiple use pathway and complementary facilities as phase IIA of the Rockaway Gateway Greenway (RGG), referred to as the Cross Bay Boulevard segment. (Phase I of this project was the Flatbush Avenue segment.) The proposed facilities would protect the resources of the Jamaica Bay Wildlife Refuge, provide a desirable visitor experience, and minimize the safety hazards for bicycle or pedestrian visitors to the Jamaica Bay Wildlife Refuge. Potential impacts on cultural and natural resources are evaluated as required by the National Environmental Policy Act, as are the consequences on the human environment that could result from the proposed action. The costs of the proposed action were also considered. This document contains two alternatives: the proposed action and a no-action alternative.
