This Cultural Resources Management Guideline, No. 3, 1985 replaces release No. 2 of the same title, dated December 1981. This is the first version of the Guideline to incorporate Cultural Landscapes and Ethnographic Resources, as types of cultural resources. Archeology, Historic Structures and Museum Collections had been recognized as types of cultural resources since Release No. 1 in 1981. This Guideline is intended to expand, clarify, and apply the principles in Chapter 5 of the NPS Management Policies. It was prepared as a reference and direction for managers, planners, cultural resource specialists, and others involved in the preservation of NPS cultural resources. It describes the standards and procedures for the management process. Chapter 2 outlines the planning process and the inventories and documents that are part of it. Chapter 3 describes procedures for cultural resource management in the field, providing a guide to day-to-day operational activities. This chapter also includes the standards that guide the management of cultural resources. Chapter 4 describes the compliance process. Chapter 5 describes the process for amending this guideline The Management Overview is a technical supplement to NPS-28 that accompanied Release No. 3. It provides direction for particular and detailed application of the guidelines. This supplemental manual contains the appendixes of NPS-28, Release 2 plus additional material. The Guideline is preceded by a Guideline Transmittal Sheet. This reference also contains a 1984 draft of the Technical Supplement, found at the end of the main Guideline document.
