The Cultural Landscape Report and Environmental Assessment (CLR/EA) for Effigy Mounds National Monument in northeastern Iowa. The Effigy Mounds National Monument, located in northeastern Iowa, preserves a landscape of great cultural value in a beautiful natural setting, including over 200 American Indian mounds in a section of the Upper Mississippi River Valley. The mounds are considered sacred by many Americans, especially the culturally associated American Indian tribes. The recommended treatment has been developed through collaboration with formal representatives of American Indian Nations associated with the Monument landscape and strives to honor and respect culturally significant aspects of the Monument while encouraging appropriate use, education and interpretation. This CLR/EA provides documentation of the historical development, existing conditions, analysis of landscape characteristics, and treatment recommendations for the Monument landscape. It builds upon the many studies, investigations, and documents that exist for the Monument, including numerous archeological investigations. This CLR/EA is the primary document used to guide management and stewardship of the cultural landscape at Effigy Mounds National Monument. This CLR/EA is the primary document used to guide management and stewardship of the cultural landscape at Effigy Mounds National Monument. It provides comprehensive guidance to ensure that long-term preservation, stewardship and use objectives are met to the greatest extent possible. Treatment guidance provided in this CLR/EA focuses on landscape character areas. The remaining portions of the Monument landscape will be managed as the NPS subject matter experts deem appropriate in consultation with tribal and state partners.
