The Cultural Landscape Report (CLR) for the Valley of Ten Thousand Smokes Road (also called “the Valley Road”) serves as the principal treatment document for the cultural landscape and the primary tool for its long-term management which includes guiding management and treatment decisions about the Valley Road’s physical attributes and use when that use contributes to historical significance. The CLR provides a preservation philosophy, framework, and goals for the Valley Road cultural landscape. The goals are grounded in research, inventory, documentation, and analysis and evaluation of the landscape’s characteristics and associated features. Information about the historical development, significance, and existing character of the Valley Road is valuable for enhancing interpretation and maintenance. The primary focus of the Valley Road CLR is defining a treatment framework for long-term management of the historic district, along with short and long-term treatment tasks, (organized by landscape characteristic) to preserve and enhance the historic character of the landscape, along with addressing contemporary management needs. The treatment section addresses the cultural landscape’s significance, existing condition, and use. Based on management objectives, the CLR prescribes a treatment type for the site (preservation with limited rehabilitation).
