The purpose of this report is to provide a comprehensive contextual documentation and resource evaluation of the history, significance, and design characteristics of the national military parks from their initial identification by the private battlefield commissions through the War Department era (1865-1933). The report comprises a thorough documentation of the inspiration, acquisition, design, and management of first five military parks: Gettysburg, Shiloh, Vicksburg, Chickamauga and Chattanooga, and Antietam. It also addresses Minute Man National Historic Park and Valley Forge National Historical Park. Chapter One includes an overview of project scope, a discussion of methodology used in its preparation, personnel involved in the study, and it identifies the locations and descriptions of properties involved in the study. Chapter Two is the contextual documentation essay divided into three parts: a history of the acquisition, designation, and development of the battlefield commission and war department era military parks, key historical characteristics of the landscape design of the seven military parks, and the importance of key historical characteristics of monuments in the five civil war military parks. Chapter Three is documentation of existing conditions. The administrative history of the military parks initiative provides contextual information for this report but has been fully documented elsewhere. It evaluates the parks in terms of their physical design development, and it is not intended to fully evaluate the events under which the development of the national military parks transpired.
