China Beach Bathhouse, originally called the Phelan Beach Memorial State Park and Recreation Building, is situated on 6.4 acres that include a crescent-shaped sandy beach tucked beneath the high bluffs of San Francisco’s affluent, residential Sea Cliff neighborhood. China Beach provides scenic views out to the Pacific Ocean, of the Golden Gate Bridge and toward the Marin Headlands. The 1954 bathhouse is a one-and-one half story Streamline Moderne and International Style concrete building perched on a curved concrete seawall, constructed in 1953, that serves as the building foundation. The bathhouse originally had shower, locker, drying and changing rooms for both men and women, a concession room, and an observation tower and changing rooms for lifeguards. The property includes one contributing building, the bathhouse, and one contributing site, the designed landscape. Eight contributing structures are the parking lot; an asphalt path between the parking lot and beach; the integrally constructed seawall, promenade, and stairwells; the hillside retaining walls; a drainage system; two decorative pergolas, one at each end of the bathhouse, and a flagpole. The property retains all aspects of historic integrity. The property was determined eligible for listing on the National Register of Historic Places.
