This document serves as the Sampling and Analysis Plan (SAP) for the Herring River Restoration Project (HRRP) Mill Creek Water Control Structure (WCS) management unit. The Mill Creek WCS Sediment and Soil Management Unit (SSMU) is located within Cape Cod National Seashore (CACO), in Barnstable County, Massachusetts (MA). This sampling program will support the National Park Service (NPS) in implementing the HRRP by characterizing material to determine if it suitable for reuse within CACO. A WCS is being constructed across Mill Creek to allow a partial, controlled re-introduction of tidal exchange in the Mill Creek sub-basin. Construction of the WCS required removal of sediment and soil which will need to be managed by either surface placement or burial, or removal off-Site. This study will characterize the sediment and soil to assist with determining management options based on the chemical concentrations of the dredged and excavated material. The purpose of the SAP is to define: - The purpose of the study - The use for the data generated - The quality of data needed to accomplish the goals of this study - The data collection method.
