This Cultural Landscape Report (CLR) provides a vision and cultural landscape management plan for the Paw Paw Tunnel Cultural Landscape. In accordance with §110 of the National Historic Preservation Act of 1966, as amended, the project identifies, evaluates, and documents cultural landscape elements, in order to inform and support future projects in this historic landscape. This CLR builds on the 2020 NPS-NCA condition assessment visit, previous CRIS inventory, 1979 National Register of Historic Places (NRHP) Nomination, and 2015 NRHP Additional Documentation & Boundary Increase. The CLR is the primary planning document for the treatment of the cultural landscape and provides resource managers, staff, and others engaged in cultural landscape preservation with a comprehensive understanding of the physical evolution of the cultural landscape, and guidance for the future landscape management. The need for a CLR reflects NPS cultural resource management efforts to respond to recent and continued impacts to the historic landscape at Paw Paw, evidenced by 2017 emergency stabilization of slopes in Tunnel Hollow and additional hazard mitigation measures from 2020. This urgent need informs cultural landscape preservation treatment foci or treatment options at an informational and spatial scale suitable for planning, to guide detailed development and implementation. It does not include construction documents, cost scheduling, or similar design-related media. The CLR project scope includes identifying distinct character areas to spatially organize groupings of features for site analysis and for recommended treatments establishing a record of selected, general changes in the evolution of the landscape as it developed historically; documenting existing conditions; and providing guidelines and preferred treatment recommendations for future management of this historic landscape.
