The report gives a brief and broad history of Central Whidbey Island's residents prior to Anglo-American settlement in 1850. Namely, the site was used by indigenous Skagit and Klallam groups in an subsistence-level extractive food producing economy. Primarily, the report centers on the settlement and use of the land by Anglo-Americans post-1850, emphasizing the interrelation of the various land areas within the area and the continuity of land use.
