This report was prepared by the Olmsted Center for the Planning Division of the NPS North Atlantic Region to provide information on the land use history of the Marsh-Billings National Historical Park. It documents changing land use at the site during ownership by George Perkins Marsh, Frederick Billings, and Laurance S. Rockefeller. The conservation philosophies of these three individuals are reflected in the evolution of the park's cultural landscape. This report provides critical resource information for the current planning and future stewardship of this significant property. The report consists of three main sections. Part One discusses the conservation philosophies of the three men (Marsh, Billings, and Rockefeller) and is intended to provide some historical context for the development of the property. Part Two briefly details the history of the landscape, divided into four historical periods: Pre-Marsh (antiquity to 1789); Marsh period (1789-1869); Billings period (1869-1914); and the Billings Heirs/Rockefeller period (1914-1992). The text is accompanied by historic photographs, plans, and drawings. Part Three analyzes the apparent integrity of the landscape for the Marsh, Billings and Rockefeller periods and discusses the potential significance of the landscape. Recommendations for future landscape research, inventory, and analysis are included to assist in planning future work. The report is not intended to provide a comprehensive site history, but instead aims to provide the planning team with sufficient site information to plan for the future of Vermont's first national park unit.
