The President William Jefferson Clinton Birthplace Home was officially designated as a national historic site in 2010, and the National Park Service took responsibility for the property in January of 2011. The site is significant for its association with the early development period in the life of the forty-second president of the United States. It preserves the resource most directly associated with the former president’s youth and interprets the influence that family and community had on President Clinton. The Birthplace Home, also called the Cassidy House, is located in the city of Hope, Arkansas. The site consists of the house, a visitor center, and a small comfort station, as well as the Virginia Clinton Kelly Memorial Garden that was created in honor of President Clinton’s mother. The garden post-dates the period of significance. The period of significance for President William Jefferson Clinton Birthplace Home cultural landscape is determined to be 1946 to 1956. President Clinton’s connection with the Cassidy House and associated landscape is related to the occupancy of the house by his maternal grandparents, Clinton’s early life at the house, and later visits after he and his mother moved away. This time period is the basis for recommendations for rehabilitating the site’s historic resources. The combined Cultural Landscape Report/Environmental Assessment is intended to guide management, treatment, and use of the historic resources associated with the site and provide managers with a comprehensive understanding of the physical evolution of the cultural landscape. The report includes documentation, analysis, and treatment recommendations using NPS and National Register guidelines. The preferred alternative proposes rehabilitation of the Cassidy House and yards, as well as redevelopment of the site to support opportunities to learn about the life and accomplishments of William Jefferson Clinton. By addressing practical maintenance issues, preserving elements of the site, and creating new facilities, the NPS can enhance visitor experience and provide expanded opportunities for learning about how the community of Hope and family relations shaped a future U.S. president.
