This report contains updated treatment recommendations to the 2014 Cultural Landscape Report (CLR) for the President William Jefferson Clinton Birthplace Home National Historic Site (WICL) to propose a rehabilitation strategy for long-term management of the site’s cultural landscape based on research, inventory, and analysis. The rehabilitation treatment approach continues the treatment strategy proposed in the 2014 CLR and considers the evolution of the landscape alongside significance, existing conditions, and current use. The Part II Treatment Update uses the site history and site analysis contained in the 2014 CLR combined with input from the current site managers to formulate an appropriate treatment and management philosophy that aligns with the latest park developments. This CLR Part II Treatment Update recommends rehabilitation as the primary treatment of WICL, which is consistent with the 2014 CLR. The goal of treatment is to improve the interpretation of WICL by preserving, rehabilitating, and/or interpreting the character-defining elements of the national historic site present during the historic period of significance. Another goal is to improve the ability of the landscape to welcome and accommodate diverse visitor groups and facilitate comfortable, engaging, and equal visitor experiences. The landscape treatment recommendations for WICL provided in this updated Part II chapter are intended to replace all previous recommendations identified in the 2014 CLR. The document report contains description of treatment recommendations, updated treatment map, and illustrations for treatment alternatives. The Cassidy House— including its yards—is significant through its association with the life of President Clinton and specifically with the time he spent as a resident of the house in his early years and as a visitor to the house as a youth. President Clinton’s association with the Cassidy House and its environs is tied to the ownership and occupancy of the house by his maternal grandparents, Eldridge and Edith Cassidy; Clinton’s early life there with his mother and his grandparents after the death of Clinton’s father; and his visits to his grandparents after his mother remarried and Clinton and his mother, with her second husband, moved to another house in Hope, and later to Hot Springs, Arkansas.
