This document presents the Cultural Landscape Report and Environmental Assessment (CLR / EA) for Scotts Bluff National Monument in western Nebraska, natural promontory and route marker along the Oregon, California, and Mormon Trails, the Pony Express, and the Transcontinental Telegraph. This CLR / EA presents the detailed documentation of Scotts Bluff NM's historical development, evaluation of existing condition, analysis of landscape characteristics, and identification of contributing features. Scotts Bluff NM was established on December 12, 1919 to commemorate the mass migration and settlement of America’s western frontier. The Monument’s numerous resources include geological and archeological features such as the Oregon Trail, and cultural landscape features associated with the New Deal-era designed and built landscape including roads, rails, buildings, and visitor facilities. The period of significance for the study area is 1,930 BP - 370 BP to 1958. This includes prehistoric known and potential archeological sites, the Oregon Trail (1812 to 1869), the proclamation of the Monument (1919), construction campaigns by the NPS and new New Deal-era programs (1933 to 1938), through the construction of Mission 66 program features (1958), the last major construction campaign completed at the Monument. A separate period of significance for the historic designed landscape of the Main Complex and Summit Road is 1933 to 1958. The CLR / EA is the primary treatment document for significant park landscapes. This document will establish a treatment philosophy and framework to guide treatment to enhance resource condition and visitor experience, support interpretive programming, and streamline compliance for implementation. Review of existing documentation included planning documents, administrative reports, technical reports, natural resource studies, correspondence, the NRHP nomination for Scotts Bluff NM, historic drawings, and photographs from primary and secondary sources. Background data provided by the NPS was used to prepare CLR / EA drawings and illustrations. Site investigations in June 2015 documented existing conditions. Archeological research focused on review of previous archeological investigations performed within the Monument.
