The Carter Home and Garden Cultural Landscape Report (CLR) builds upon previous planning documents to address topics related to managing and interpreting the cultural landscape. These topics include the period of significance and contributing features, vegetation management, climate change, circulation patterns, security, visitor amenities, small-scale features, and pond preservation. The Carter Home and Garden is significant for its association with the Carter Family, with a period of significance that begins in 1961 with the initial purchase of land by the Carters and encompasses the ongoing life and residency of the Carters at their home. The Carters maintained ties to their hometown of Plains, Georgia, and at the conclusion of President Jimmy Carter's presidential term in 1981, he and Rosalynn Carter returned to the home that they had established on the outskirts of Plains. The landscape reflects the domestic lives, personalities, and values of the Carters, with many elements designed, planted, or constructed by the Carters themselves. The features in the landscape are the direct result of their ongoing efforts and direction beginning in 1961 and continuing throughout the Carters’ residence at the property. For the purposes of this CLR, landscape character areas are used to further define the landscapes within the study area. Landscape character areas are places that contain similar physical characteristics, qualities, attributes, and associated cultural landscape resources. The areas of the Carter Home and Garden landscape are the Residence, the Memorial Garden and Pond, and the Gnann Property. Treatment recommendations in this report address topics specific to each area and the overall property. The Carter Home and Garden, located in Plains, Georgia, is a unit of Jimmy Carter National Historic Site. The site protects and interprets sites of importance to the life of President James Earl Carter, Jr. The Carter Home and Garden remains the home of former President Jimmy Carter and Rosalynn Carter.
