Johnson Jr. Federal Building and U.S. Courthouse) in Montgomery, Montgomery County, Alabama. The NHL nomination for the U.S. Post Office and Courthouse documents its national significance under NHL Criteria 1 and 2 for association with the preeminent role of the U.S. Fifth Circuit Court of Appeals, the U.S. District Court for the Middle District of Alabama, Fifth Circuit appellate judges Richard T. Rives and John R. Brown, and District Judge Frank M. Johnson Jr. in the modern civil rights movement. These courts' rulings fostered and implemented nationally significant civil rights legislation, developing jurisprudence that dealt effectively with massive resistance and obstructionism in the South.
