This document contains two report sections: The goal of the Comprehensive Design Program is to describe the scope of functions, space, and design requirements necessary to achieve the design objectives outlined in the 1988 Development Concept Plan. The second section of the comprehensive design phase is a reference document which outlines the history of the Crater Lake Lodge, identifies its historic character defining features, and documents existing conditions. This identification of character defining features will guide discussions, evaluations, conclusions, and recommendations for the rehabilitation of the lodge. The survey of existing conditions will be a valuable resource when considering design issues for spaces that will be "new," but which must reflect the historic character of the lodge. An Historic Structure Report (HSR) was approved in 1982 (printed in 1984). It has been used as the primary preliminary design and 106 compliance document. The current Historic Character/Documentation report provides an updated and more in-depth assessment of character defining features than the HSR. All conclusions and/or recommended solutions from the HSR have been integrated in the Comprehensive Design Program. This identifies what is referred to as the "peculiar personality" of Crater Lake Lodge as a significant historic character defining feature. This character was formed by the differences in what was planned for the Lodge and the reality of what was built.
