From the Introduction: "...Conservation is an activity that is aimed at protecting cultural resources that, in one way or another, signal significant patterns in our history and culture. To achieve a value proposition of conservation we have to establish a program that guides us in this process. To the end, the State Historic Preservation Office drafts this plan to define its work program. This plan is the product of a systematic process gradually developed over several years. That State Historic Preservation Office uses this document to set out its vision and goals regarding the conservation of management of Puerto Rico's cultural resources. Goals are set in an orderly manner so that effective and efficient decisions can be made or recommendations made." (translated) Project funding was provided in part by a Historic Preservation Fund grant to the Puerto Rico State Historic Preservation Office, administered by the State, Tribal, Local Plans and Grants division, National Park Service, U.S. Department of the Interior.
