From the Introduction: "The State Historic Preservation Office is the government agency, successor to the Office of Historic Preservation, created under Law No. 183 of August 21, 2000. The State Historic Preservation Office is primarily responsible for promoting the conservation and protection of Puerto Rico's historic properties, through compliance with the National Historic Preservation Act of 1966. The State Historic Preservation Office also assists the Governor and the Legislative Assembly in the preservation of Puerto Rico's historic properties. Finally, it coordinates the permanent improvements of several buildings of heritage value, among which emphasize the historic buildings in the neighborhood of Ballaja and the Palace of Santa Catalina, better known as La Fortaleza. ...In order to fulfill its responsibilities, the State Historic Preservation Office developed its State Historic Preservation Plan 2001-2005 by incorporating the outcome of three parallel processes, namely: the collection of information on Puerto Rico's historic properties; citizen participation; and the evaluation of the 1996-2000 State Plan. These three processes represent the basics needed to develop a balanced plan that responds to our cultural reality."
