From the Introduction: "In very general terms, a plan is the will to do something new or solve an existing problem, by a default time. In this way, a plan sets out the direction to be followed to achieve what is proposed in the established time. Therefore, Puerto Rico's Historic Preservation Plan: 2012-2016 sets out the goals and objectives to be achieved over the next five years, in favor of preserving our historic heritage. Puerto Rico's Historic Preservation Plan 2012-2016 is designed to be implemented by all citizens because the preservation of our heritage is everyone's responsibility. Although the development of the Plan is the responsibility of the State Historic Preservation Office, it is important to emphasize that this Plan is a tool to be used by any individuals, government entity or group in Puerto Rico interested in actively contributing to the preservation of our heritage. It is necessary to join forces and establish partnerships to be effective in preserving our heritage. We invite you to review the goals and objectives, thinking about particular activities that you could carry out individually, with your community, group, or municipality to achieve them. Every grain of sand counts! Our valuable and irreplaceable historical heritage needs to be identified, valued, and protected so that it can be preserved despite unstoppable urban growth and modern development. This is a monumental task that requires the active participation of all segments of citizens. Puerto Rico's Historic Preservation Plan is primarily intended to provide practical guidance for activities that will contribute to the preservation of our historical heritage."
