This bulletin explains elements of Michigan's Local Historic Districts Act of 1970, specifically the Notice to Proceed. This Notice is used to approve certain elements of work on historic properties, in a very narrow set of conditions. It is also for projects that fall into the grey area of being neither fully approved not denied by the Historic District Commissions. The main elements that would allow for a Notice to Proceed are public safety, financial hardship, community interest, or the if to not proceed would impair future work that has been approved. Project funding was provided in part by a Historic Preservation Fund grant to the [SHPO office or organization], administered by the State Tribal Local Plans and Grants Division (P22AF01138).
