From the memorandum: "Attached are data collected regarding the number of persons per vehicle at locations in Acadia National Park. The data were collected by VHB during the August 5‐11, 2014 and September 25‐26, 2014 site visit at the following five parking locations. 1. Visitor Center 2. Sand Beach 3. Jordan Pond House 4. Cadillac Mountain summit 5. Sieur de Monts Persons‐per‐vehicle (PPV) represents the average number of persons traveling in each vehicle. To calculate the PPV, VHB staff observed a sample of 100 vehicles at each location and recorded the number of persons traveling in each vehicle. The results are summarized below."
